Mesa Schedule is not used for state machine

It is better to use the existing Mesa system schedule for the state machine. The Mesa system schedule has settings that can have several steps per day. This can wait until we merge with the intelligent agent simulation which does use the Mesa system schedule

To show you it was not used, I called model.schedule.time to get the Mesa System schedule time , in your tick 1 which was its tick 14, and in your tick 30 which was its tick 217.

We need the flexibility of having custom state machines. I can't see how this could be accomplished by using several MESA schedule steps per day as you suggested.
