Add Command Palette Option to Create New Package from Templates

It would be great to have a Command Palette option to create a new package using PkgTemplates.jl or BestieTemplate.jl. This would streamline the workflow for initializing new Julia packages directly from the editor.

I intend to use this for end-to-end development, covering the entire workflow from package creation to native installer generation (see AppBundler.jl). This includes native integration with JuliaC, plotting libraries, terminal tools, and related capabilities. In my opinion, seamless integration with the broader Julia ecosystem would make JulIDE distinctive and could help it gain traction within the Julia community.

i agree, integration with the broader Julia ecosystem could benefit julIDE greatly, although integrating with a lot of packages could generate scope creep, i think keeping it focused to packages which are needed for the day to day workflow of Julia developers would be the best and help avoiding scope creep. anyway, package scaffolding via the command pallate should be out in the latest commit now! please let me know how it is and if you find any bugs :)

thank you for reporting this! ill investigate the error, from a rough look it looks like some sort of permission error, ill investigate it further. you could try running the executable as admin and maybe it will be fixed, although I don't recommend it unless there is no other choice. again, thank you!

alright, i applied a fix in the latest commit, the issue was that JulIDE tried to write toC:\\WINDOWS and didnt have proper handling of windows, please let me know if the fix worked :)
