Especially on retransmitting devices send_packet() might be called to frequent to be able to process request; and currently blocking model may not necessarily be good enough to regulate this frequency. In non-blocking model waiting for send_packet() readiness to accept a new request (as a separate option in WAITING_FOR) can be added
