Epic: Read-only AgentFlow Cockpit MVP

Background & Problem Statement

Epic: #119

Users need one optional UI that answers AgentFlow-specific delivery questions: what goal is active, what phase is it in, what evidence is missing, what gate blocks delivery, and what next action is allowed.

Proposed Solution

Build read-only Cockpit UI backed by GitHub and local optional telemetry. Views: Runs, Issue SDLC Timeline, Evidence Health, Branch/PR Readiness, Collaboration/Fleet, Comms lanes.

Requirements

• Render phases 0-8 with status and role-pass completeness.
• Show Evidence Health checklist from AgentFlow templates and validators.
• Show current branch/PR status and Implements/Closes correctness where available.
• Show collaboration/helper evidence without claiming multi-agent unless role attribution supports it.
• Do not render raw transcripts, prompts, tool inputs, secrets, or full unfiltered logs.
• Remote mode functions using GitHub data only; local runner telemetry optional.

Acceptance criteria

• User can open issue SDLC view for managed issue.
• Evidence Health shows missing/present role-pass fields.
• PR readiness panel shows manifest gaps.
• Collaboration panel distinguishes executor, helper, reviewer, human gate.
• UI remains useful when .agent-runs/ telemetry absent.

Test plan

• Component tests for phase timeline and evidence panels.
• Integration tests with GitHub fixture data.
• Accessibility smoke tests.
• Privacy snapshot tests ensuring forbidden fields do not render.
