Background & Problem Statement

Epic: #147

The current home board mixes workflow status, role state, and issue health. It lacks cockpit feeling and does not prioritize user action.

Proposed Solution

Replace the board-first home with Goal Command Center dashboard.

Requirements

• Top metrics: active goals, need attention, ready for review, evidence health average, open follow-ups, human gates pending.
• Highlight zone: most important goal now with reason and next action.
• Next-best-action list across goals.
• Simplified goal list grouped by attention/status, not role/process mix.
• Goal language first; GitHub issue links secondary.

Acceptance criteria

• Home renders metrics strip.
• Home renders highlight zone.
• Home renders next-best-action list.
• Workflow board no longer mixes roles/process/health.
• Empty state guides user without looking broken.

Test plan

• View-model tests for metrics/highlight/action ordering.
• UI tests/snapshots for dashboard sections.
• Manual UX check: user can identify next action within one screen.
