Epic: #163

Goal

Implement lib/sdlc-state.mjs and tests for paths, roles, gates, release assignment, and evidence envelopes.

Acceptance criteria

  • Implementation complete for this slice.
  • Deterministic validation exists where applicable.
  • Docs/templates/tests updated.
  • No canonical product files are stored under harness-specific directories.
  • Evidence is recorded in PR body and linked to Epic: AgentFlow SDLC Definition Product v1 #163.
