Epic: #163

Goal

Align Cockpit to consume SDLC state/config helpers without depending on harness adapter outputs.

Acceptance criteria

  • Implementation complete for this slice.
  • Deterministic validation exists where applicable.
  • Docs/templates/tests updated.
  • No canonical product files are stored under harness-specific directories.
  • Evidence is recorded in PR body and linked to Epic: AgentFlow SDLC Definition Product v1 #163.
