Advocate for a consensus rule requiring coinbase-only rings until FCMPs are fully reviewed

I think we could improve security before FCMPs are activated by requiring a consensus rule that coinbases must be used in coinbase-only rings in order to mitigate the effects of mining pool coinbase output reuse prior to deployment of FCMPs
