This is pulled out from #9933 which aims to add initial support for the 1.1 GW API release. Right now, the HTTPRouteServiceTypes standard test case needed to be skipped in order to adopt the new 1.1 conformance suite layout.
Describe the solution you'd like
Remove the -skip-tests flag argument that's needed for this individual test case scenario. Investigate what's needed in order to be conformant by poking around the upstream test case scenario: upstream test case definition: kubernetes-sigs/gateway-api@d4132be#diff-1a3bdad0206139c8d868f51e1b2924a295cfc04d248c0344b8656520775688ca.
