Change description and rationale

Fix a latent bug that resulted in failure to read GOES 5 min X-ray data on
days where the month number equals the day number (e.g. 1/1/2013 or
5/5/2013).  The bug was only revealed after the installation of astropy 0.3.

Code changes (list affected files and provide code diffs)

The code change amounts to removing "header_start=3" from the call to
parse the GOES X-ray data into an internal table.  This should not have
been in the function call.

Testing
-------

Ran code in the development environment on Jan. 1 and confirmed that the
GOES X-ray data were being read correctly.

No change in interface.

------

No external code review due the simple nature of the change.

Deployment plan
---------------

This was already deployed as an urgent fix because the current radiation
environment warrants close attention.
