HI! I have found that how the database interacts with deactivated users causes a lot of issues. The database only deletes a deactivated user when the user does not have any links with any bills at the time of deactivation.
If the user has a link with a bill, it will not be deleted from the database. However, if you delete the bill after deactivating the users associated with it, the users will still exist in the database.
