That solved it, thank you!

In my case, both the .pem and .crt files had to go in C:\laragon\etc\ssl.

Did not work for me on Windows Herd Pro.
I made sure to have a ssl certificate first and installed the new site via force

The problem showed exactly like here and the solution was rather this one (the errormessage only shows the hint when individually installing a starterkit, when starting a new site you won't get the required information):
