Action automatically run on repo freshly created from template

This starts happening recently. After creating a repo using this template, the workflow automatically runs and initializes the scaffolded folder.

Steps to Reproduce

1. Click the big green button Use this template or click here.
2. Enter a Repository name and click Create repository from template
3. Head over to the created repository
4. Refresh to see Workflow action being run
