Evaluation should gracefully support both interruption (SIGINT/SIGTERM) and failure, both fast (which it does already, although rudely in a way that doesn't allow for cleanup) and waiting for outstanding tasks to complete.

Some of the work here was completed with #327, namely wdl run now respects SIGINT by signaling a cancellation within the backends, allowing them to gracefully clean up; the currently implementation of the Docker backend will SIGTERM the running containers and clean up.
