Is a mail provider mandatory?

Is it mandatory to configure a mail provider or is it also possible to create accounts from the backend?
I've just set up Stoat on my server and now I have the web frontend where I can press a "Register" button that's not working, but can't log into the service I'm hosting my myself. That's kinda weird and I found no documentation about it.

No don't need it, by default mail is disabled, you might be having a different issue. Do you get an error code?

No, no errors.
I guess I'm just confused about how I log into my own Stoat instance and/or create a user.
EDIT: Okay, I got it. You register and it says that you receive an e-mail, but you don't and then you can just log in with the credentials. That's super confusing and not mentioned in the docs at all, WTF?
