Describe the bug
testSuspendResumeProcess fails nondeterministically in checking the process state after sending signals because the process state may not have reacted by the time kill returns.

To Reproduce
swift test --filter testSuspendResumeProcess

Expected behavior
Test should pass consistently

Environment (please complete the following information):

  • Linux debian 6.1.0-31-arm64 #\1 SMP Debian 6.1.128-1 (2025-02-07) aarch64 GNU/Linux
  • Debian GNU/Linux 12.9 (bookworm)
  • Swift version 6.1 (swift-6.1-RELEASE)
  • Target: aarch64-unknown-linux-gnu
