[NFC] Silence unused variable warning in assert()

Clang complains that paramIndicesLength is unused. This block is already
guarded by CONDITIONAL_ASSERT_enabled(), so promoting assert() to
ASSERT() should not affect the behavior of assertions-disabled builds.
