PHONEGAP: Is IP connection needed every time I open my app in the mobile phone? If not, how can i get it fixed

Do I always have to connect the IP from desktop to my mobile phone when I open the application PhoneGap there? Please help me out, coz if it so, there is no meaning to make a mobile application as i will always be needing a desktop
