Current behavior

Pager selects new page when navigating via arrow keys instead of moving the focus

Expected behavior

Only the focus of the page number has to be changed when the arrow keys are used (not the actually selected page)

Minimal reproduction of the problem with instructions

1. Go to https://www.telerik.com/kendo-react-ui/components/datatools/pager/keyboard-navigation
2. Focus the pager wrapper and try to go to the 3rd page by using the arrow keys
3. Observe that the page is changed when the arrow keys are used
