When you open a PR that only references an issue, said issue should not be moved from "New" to "Ready For Testing", as there is probably nothing to test yet.

See for example https://projects.theforeman.org/issues/25546 and my PR that is there to actually expose the issue, not fix it: Katello/katello#7850
