Occasionally a PR is opened that "fixes" the wrong ticket number. The prprocessor should check if it "fixes" a closed issue or an open issue with a PR in the same repository, and flag up an error in a comment. If it "refs" a closed issue, we can ignore it as this is expected behaviour.
