Mirror Redmine releases to milestones

@lzap suggested using milestones to label PRs so we can see which release they're for. We could pull the release field from Redmine issues, create the milestone if missing and assign the PR to that milestone to give visibility in the GitHub UI.

I can't see how to set a milestone on a PR via the API without issues being enabled.

@domcleal @lzap Since the original idea for this was a year ago (and now you can have issues for PRs), is this something you would still want?

Sure, though I'm unsure it's possible with the GitHub API still.
