App created in console enables registration without setting a registration flow

Description

App created in console enables self-registration without setting a registration flow.

Two issues can be flagged here;

1. Console enabling self-registration without setting a registration flow. Since the auth flow can be a generated one, it's fine to not set a registration flow. But self registration should be disabled.
2. Backend allows enabling self-registration without setting a registration flow. This behaviour can be there for recovery and sign out as well.

Steps to Reproduce

1. Login to console and create a app
2. Go to the created app and check the flows tab
3. Created app has self registration enabled, but doesn't have a registration flow
