decouple auction from token whitelist

we should make the auction stand alone by allowing the actor submitting tokens to the auction to optionally set a starting price. this will allow us to reuse the auction in other valence programs.

this comes with a small complexity trade-off in our off-chain arb bot, which now has to account for the user-submitted starting price.
