Add date to permalinks #13

Such as 2020Q1. Links sans date would show as normal.

Links with current quarter would also show as normal.

Links with old date would show full data but with some kind of indicator (vertical line?) showing the reference date for the link. Or some such.

The idea is that old links might discuss events for that time, and it might be hard to tell context if not embedded in the link.
