Now that chat commands have no longer work through IRC the send_whisper function no longer works

I'm afraid you're very true. This is quite a shame, as it requires direct use of the "regular" API whereas that was previously not necessary. Sadly, I don't think I have the time to commit to update this repository according to the Twitch migration guide.
