Review Opportunity Pages don't load in sub communities

Describe the bug
When viewing a review opportunity in a site like topgear.topcoder.com, the page loads with a 404 error. Here is an example of a URL: https://topgear.topcoder.com/challenges/30090086/review-opportunities

To Reproduce
Steps to reproduce the behavior:

1. Go to 'topgear.topcoder.com/challenges'
2. Click on 'Review Opportunities' in the side nav
3. Click 'Apply' on any of the reviews
4. See error

Expected behavior
It should open the same page as https://www.topcoder.com/challenges/30090086/review-opportunities, but within the subcommunity subdomain.
