Talk to Sale Form does not throw error if we try to submit 2nd time

To Reproduce

1. Login in to https://www.topcoder.com/data-science/
2. Go to get Started with Data Sceince
3. Click Lets Talks
4. Enter all details
5. Remove all enter details
6. Click Submit

Actual behavior
Talk to Sale Form does not throw error if we try to submit 2nd time

Expected behavior
Talk to Sale Form should throw error if we try to submit 2nd time
