[Web] [Chrome] - Releases side-nav highlight scroll issue

• Browser: Chrome Version 100.0.4896.60 (Official Build) (64-bit)

- Steps to reproduce:

1. go to https://www.topcoder.com
2. click on Resources > Releases and updates
3. keep scrolling below, see that HOU 19.3, HOU 19.2, HOU 19.1 are passed but are still highlihted

- Actual result:
Side items are hightlited even when they pass

- Expected results:
Should only be highlighted when view is on them
