[Find a Talent] Unable to display error message for invalid value in field Phone Number.

Describe the bug
app is not displaying error message when user inputs invalid phone format in Phone number field.

To Reproduce
Steps to reproduce the behavior:
Precondition: user has to login with valid credentials.

1. Open https://www.topcoder.com/how-it-works/?ref=nav
2. Scroll down the screen.
3. Click on Find Talent button .
4. Input valid field value up to company email.
5. Input invalid phone number in field "Phone Number".
6. Click on start button and observe.

Expected behavior
When user inputs invalid format of phone number app should display appropriate error message.
