Error message and associated field is not binding together.

Describe the bug
When there is error message user can scroll the form, in this condition user can see the only form is scrolling error message is not.

To Reproduce
Steps to reproduce the behavior:

1. Open https://www.topcoder.com/oil-gas-utilities-energy/?ref=nav
2. Scroll down the screen.
3. Click on Start a project/Find talent/Get started/Enterprises sales button.
4. Click on Start button without entering field value.
5. Scroll the screen and observe

Expected behavior
While scrolling the screen, the field name and associated error message should scroll together.
