Add DETR, Deformable DETR, and RF-DETR Object Detection / Instance Segmentation Network Architectures

Problem
Current object detection architectures are limited, although the problem remains relevant in relevant domains.

Solution
Leverage existing Apache 2.0 licensed code to integrate DETR functionality into TerraTorch.

Alternatives
Existing architectures are in place for MaskRCNN / FasterRCNN models; however, to follow the state-of-the-art, support is needed for transformer-based detection models.
