`tool.ruff.lint.flake8-tidy-imports.banned-api."import.path".msg = "…"` is long #35

I think some specific Ruff config tables shouldn’t be exploded. An especially egregious example is

[tool.ruff.lint.flake8-tidy-imports.banned-api]
"some.import".msg = "blah blah"
"some.other.import".msg = "blah blah bleh"

which becomes the insanely long, repetitive, and hard-to-follow

tool.ruff.lint.flake8-tidy-imports.banned-api."some.import".msg = "blah blah"
tool.ruff.lint.flake8-tidy-imports.banned-api."some.other.import".msg = "blah blah bleh"
