Token transfers, bequests and minting tokens require a decimal

Motivation

As a singular system for minting and sending tokens this API works well, however, when there are third-party tokens with different decimal places the transfers get messed up.

On all calls with regards to minting and transferring tokens, there needs to be an optional decimals figure that can be configured for different applications.
