Handle final stop counts differently in journey-matcher

Often the final stop of one journey is the same as the starting stop of the next journey.
Drivers tend to sign into the next journey while on the way to the final stop of the current journey.
Drivers might also let passengers in for the next journey before signing into the next journey while sitting on the final/first stop.

So two cases:

1. Driver signs into the next journey while servicing the end of the current one, on the way to the final stop.
2. Driver signs into the next journey while sitting on the first stop but has already let passengers in for the next journey.
