Status (in the branch):

Tests pass with no further changes
tox.ini updated
GitHub Actions config updated
Metadata updated

The blockers are a release by treq (twisted/treq#397) and probably a release by Twisted, so tests are easier to run.

Given tests pass with no changes, most users will likely just use currently released version and it'll work for them.
