[Feedback]: Move "Build packages locally" out of the "Fixing bugs" section

Issue Description

Hi,
When I first tried to build an existing package, I struggled to find the right information. "Build packages locally" is hidden in the "Fixing bugs" section. Would it make sense to create a new section "Building packages" and move it up? Maybe along with "Build packages in a PPA"?
