ContainerMenu/EntityMenu actions are missed

Describe the bug
After upgrading the Umbraco UI Builder, the ContainerMenu and EntityMenu actions are missing.

Steps To Reproduce
Steps to reproduce the behavior:

1. Navigate to any collection or entity within the UI.
2. Observe that the actions menu is no longer present, unlike in previous versions (13.x.x).

Expected behavior
The ContainerMenu and EntityMenu actions menu should be visible and functional as it was in earlier versions. https://docs.umbraco.com/umbraco-ui-builder/actions/action-visibility#action-visibility-context

Hi @andrejd22 ,

Issue has been fixed with patch releases 15.1.9 and 16.0.2. We did not find fit to add also action-menu on a collection, as the collection has it's own actions on the left, in the tree.
