Merging #2063 will mean the pyquil tutorials will stop running as part of CI. Upgrading to pyquil 4 has broken both tutorials because of a change of behavior with pyquil <-> cirq conversions of programs with parameters.

An attempt was made to fix this on cirq (quantumlib/Cirq#6755), but they'd like to keep the new behavior.
