In order to have the Pwa manifest in the right location at the right time we have to set some extra properties, as you can see here
https://github.com/unoplatform/uno.resizetizer/blob/main/src/.nuspec/Uno.Resizetizer.targets#L486-L490

One of the solutions will be to use an Item instead and set the Link and TargetPath
