SST-1 tests failing

SST-1 tests are failing with a Tiled error "Containers can only be indexed strings". Usually this means that databroker is not installed.

This is because our necessary Bluesky tiled clients are in the new package bluesky-tiled-plugins, so all that's needed is to require this in requirements and pyproject.toml.
