Scheduled emails to faculty and students about applications

Some ideas:

1. Scheduled emails to faculty: we already have an artisan command to email faculty about applications, but we should define an automated schedule for it. Maybe 1 month before the semester start, and then again sometime mid-semester?
2. Scheduled emails to students: A once-a-week email to students updating them on the status of their application, with the option to opt-out via a setting. Or maybe it's an opt-in setting after they submit their application?
