No rules for creating the implementation-plan.md file #33

Hello! In custom_modes/creative_instructions.md and custom_modes/implement_instructions.md (files with prompts for Custom modes) the implementation-plan.md file is mentioned, but I did not find in the rules how this file could be created and how it could differ from the tasks.md file?
Can you explain, is this an error (old code) in creative_instructions.md and implement_instructions.md or is it written correctly? Then please explain, what is the essence of the implementation-plan.md file and when should it be created?
