Add GitHub actions that run e2e tests of all runtime versions that we ship. This involves running an test suite from the upstream project, and possibly relevant e2e tests that we provide as well.

We should test the latest released stable versions of the runtimes, as well as the main/master branch against latest patches in a nightly basis.
