mint keyset rotation #80
Description
We need functionality in place to rotate the mint keyset when a block reward lands. I think a good first step is probably a just rotate-keyset or something similar that manually triggers this at the mint. Next step would be to detect block rewards and trigger the function at that time.
This gets quickly into a discussion of how to implement payouts. Do we want to do on-chain payouts using ark? I would like to look into the bark library. If we want to pursue lightning payouts first we will need to stand up an ldk node within the mint process.
