Staleness Cron & Auto-Downgrade

Scope

• Every 24h, iterate members with 🔷VPNL Verified.
• If updatedAt > 7d → remove Verified and stackable roles; add Guest; DM re-verify link.
• If score drops below thresholds → downgrade roles accordingly.

Acceptance Criteria

• Cron runs and logs a summary to #mod-log.
• At least one test user is auto-downgraded in staging.
