vue-tsc cli not working in a new project inited with create vite template vue-ts

Reproduction steps:

1. pnpm create vite, select vue typescript.
2. Add errors in App.vue and main.ts such as type C type C type C.
3. Run vue-tsc cli with no errors found.

Copy tsconfig.app.json into tsconfig.json , and the vue-tsc cli will work.

The cause is i'm using vue-tsc or pnpm tsc without -b flag as the package.json scripts did.

Still don't know why I should have multiple tsconfig.json in the template
