Case conversion for Adlam

This issue is applicable to languages using the Adlam script (mainly Fula).

Adlam is a bicameral script, and browsers need to apply the uppercase and lowercase features of CSS to Adlam text.

Specs:
CSS Text provides the text-transform property, with values that include uppercase and lowercase.

Tests & results:
Interactive test, CSS text-transform:uppercase converts all Adlam characters to uppercase

Interactive test, CSS text-transform:lowercase converts all Adlam characters to lowercase

Gecko, Blink, and Webkit all convert the characters correctly.
