[css-viewport] zoom syntax double bar when should be single bar #11592

For zoom property syntax:
https://drafts.csswg.org/css-viewport/#zoom-property

Shouldn't the syntax be (with single bar):
<number [0,∞]> | <percentage [0,∞]>

Instead of (with double bar):
<number [0,∞]> || <percentage [0,∞]>

?
