Clarify "The Council"

The Council Guide consistently talks about "The Council", where really we have a Council per Formal Objection. I suggest updating the Guide to more accurately describe what the Process requires in practice, including how Councils are formed.

I note that our public record page of Councils also has the same, ie it talks about "The W3C Council is the body convened to resolve Formal Objections."
